Transparent
The word 'transparent' may refer to:
- The ability of a material to transmit radiation directly (rather than diffusely), often referring to the transmission of visible light so that objects on the other side of the material can be clearly seen. This is as opposed to translucent (diffuse transmission) or opaque (little or no transmission). For more information see: Optical properties.
- Being open to scrutiny, often by the public. Public procurement toolbox, terminology, published by the Organisation for Economic Co-operation and Development (OECD), states: ‘Transparency refers to an environment in which the objectives of policy, its legal, institutional, and economic framework, policy decisions and their rationale, data and information related to policies, and the terms of agencies’ accountability, are provided to the public in a comprehensible, accessible, and timely manner.’
