Publicly Available Specifications (PAS) are fast-track standards, specifications, codes of practice or guidelines developed by sponsoring organisations to meet an immediate market need following guidelines set out by BSI (British Standards Institution). Within 2 years they are reviewed to assess whether they should be revised, withdrawn, or become formal British Standards or international standards.
PAS 1192-2:2013 is the Specification for information management for the capital/delivery phase of construction projects using building information modelling. It is sponsored by the Construction Industry Council (CIC) and published by The British Standards Institution. It came into effect on 28 February 2013.
It was commissioned by CIC as part of its response to the UK Government Construction Strategy which stated that the '...Government requires fully collaborative 3D BIM (with all project and asset information, documentation and data being electronic) as a minimum by 2016'. This represents a requirement for Level 2 BIM on centrally-procured public projects. Level 2 is a managed 3D environment with data attached, but created in separate discipline models.
PAS 1192-2 specifies the requirements for achieving building information modelling (BIM) Level 2 during the capital / delivery phase of projects. It builds on the existing code of practice for the collaborative production of architectural, engineering and construction information, defined by BS 1192:2007 (now replaced by BS EN ISO 19650) and is one of a number of standards, protocols and tools available to support the adoption of level 2 BIM in the construction industry:

PAS 1192-2 focuses specifically on project delivery. Its application begins with the statement of need and works through the stages of the information delivery cycle, culminating in an as-constructed asset information model (AIM). The approach taken is described as “beginning with the end in mind”, identifying the downstream uses of information at the outset, to ensure its re-use during the whole building life cycle. Throughout this process it advocates the adoption of collaborative practices and of lean construction techniques.
PAS 1192-2 specifies in detail the requirements for five stages of information delivery:

In July 2015, BSI published a draft revised PAS 1192-2 for consultation. See PAS 1192-2 consultation for more information.
[edit] Withdrawal
In 2018, it was confirmed that PAS 1192-2 would be replaced by international standard BS EN ISO 19650.
BSI used the existing suite of UK BIM standards as the basis for the international standards, and so this is in essence an internationalisation of the BIM Level 2 process. However, the new standard is not free.
The new ISO was introduced in January 2019.
