PAS 1192-3

Publicly Available Specifications (PAS) are fast-track standards, specifications, codes of practice or guidelines developed by sponsoring organisations to meet an immediate market need following guidelines set out by BSI (British Standards Institution). Within 2 years they are reviewed to assess whether they should be revised, withdrawn, or become formal British Standards or international standards.

PAS 1192-3 is the 'Specification for information management for the operational phase of construction projects using building information modelling'. It was issued for consultation by the British Standards Institute (BSI) in 2013 and its final version came into effect on 31 March 2014. It can be downloaded from the BSI website.

It was sponsored by the Construction Industry Council (CIC) on behalf of the BIM Task Group as part of its response to the UK Government Construction Strategy which stated that the '...Government will require fully collaborative 3D BIM (with all project and asset information, documentation and data being electronic) as a minimum by 2016'. This represents a requirement for Level 2 BIM on centrally-procured public projects. Level 2 is a managed 3D environment with data attached, but created in separate discipline models.

PAS 1192-3 builds on the code of practice for the collaborative production of architectural, engineering and construction information, defined in BS 1192:2007 (now replaced by BS EN ISO 19650). It is the partner document to PAS 1192-2 'Specification for information management for the capital/delivery phase of construction projects using building information modelling' published in 2013.

Whilst PAS 1192-2 (now replaced by BS EN ISO 19650) focuses specifically on project delivery, PAS 1192-3 is concerned with the operational phase, specifying how an Asset Information Model (AIM) should be created and how that model should be used and maintained through the life of the asset up to final disposal. It applies to direct capital works, existing assets and acquired assets and to both building and infrastructure assets.

Mark Bew, Chair of the BIM Task Group said, 'The Industrial Strategy – Construction 2025 calls for future whole life cost savings of up to 33% and the application of digital capabilities such as those described in PAS 1192-3 is a part of achieving that target.'

The operation of built assets is complex and involves a wide range of different activities and parties. PAS 1192-3 aims to ensure continuity and consistency in the management and organisation of information for both planned and unplanned events that may occur during the operation, maintenance and management of an asset.

It covers the data transfer processes required to:

• Create an Asset Information Model (AIM).
• Exchange asset information with a Project Information Model (PIM).
• Record information relating to the disposal, decommissioning or demolition of an asset.
• Use the AIM to support organisational requirements.
• Revise the AIM as the asset changes.
• Hold the AIM as a resource for the organisation.
