Commissioning Responsibilities Framework BG 88/2025
This guide provides a framework for establishing clear roles and responsibilities for commissioning tasks. It consists of a fully editable Excel workbook and a pdf guide providing instructions for its use and background information on the general topic. A sample preview of the guide can be downloaded via this link.
The purpose of this guide is to provide a platform to bring the key stakeholders of a project together to establish clear roles and responsibilities for commissioning tasks that suit the client’s requirements.
Formally establishing ownership of those tasks will also result in greater clarity in the accountability for each task. The outcome for the construction industry will be a more effective commissioning process.
The framework is in the form of an Excel workbook that lists activities which can be assigned to project parties. It is accompanied by a pdf guide that provides user instructions and further background information.
The overall framework for commissioning is provided by CIBSE Code M. As far as possible, this guide uses the same terminology as Code M and activities are aligned with the RIBA Plan of Work and CIBSE Commissioning Code M.
The guide was authored by Matt Lowry of Briggs & Forrester, in conjunction with a steering group of industry experts.
