Derived from the art of planning and directing overall military operations and movements in a war or battle.’
Commercial Continuous Improvement Assessment Framework, published by HM Government in May 2021, suggests: ‘A strategy sets objectives and desired delivery outputs and outcomes, to inform future decisions and choices about how objectives are delivered.’
Guide to developing the project business case, Better business cases: for better outcomes, published by HM Treasury in 2018, defines strategy as: ‘The strategic context for the project, which demonstrates how the project aligns with other projects within the strategic portfolio to deliver the mission and vision of the organisation in the longer term.’
Government Functional Standard, GovS 006: Finance, Version: 2.0, published by HM Government in September 2021 states: ‘A strategy outlines longer term objectives, outcomes and outputs, and the means to achieve them, to inform future decisions and planning.’
