Fleet operator
BREEAM UK New Construction, Non-domestic Buildings (United Kingdom), Technical Manual, SD5078: BREEAM UK New Construction 2018 3.0, published by BRE Global Limited, suggests that:
‘A fleet operator is responsible for groups of motor vehicles owned or leased by a business, government agency or other organisation rather than by an individual or family.
Transportation to the project is likely to be by several fleet operators many of which will not be under the control of the constructor. The criteria relate to all fleet operators nonetheless.’

NB CLOCS Standard, Ensuring the safest construction vehicle journeys, Version 3, published by Construction Logistics and Community Safety in January 2019 defines a fleet operator as: '...an organisation or part thereof which operates one or more commercial vehicles to deliver procured services.'
